Fiat Palio 1.7td: starting problem

Hi,

I have a Fiat Palio 1.7td, 2006 model. I have been experiencing proble with the car not wanting to start. It appears as though not enough diesel gets into the engine. I recently changed the filters and oil. the diesel filter specifically; could there be anything that I needed to have done except bleeding it? some mechanic who had a look at it thinks it be something wrong with either the pump or the engine itself (if it manages to start it cuts below 2000rpm and the engine misfires.

Please help, help!!
